Exam Disciplinary
Representation for test takers facing score cancellation and invalidation, allegations of cheating or unauthorized aids, allegations of irregular behavior during testing, statistical flagging by exam scoring algorithms, character and fitness denials and conditional admissions, accommodation request disputes and denials, and disputes over testing center conduct.
Each exam company runs its own internal review and appeal procedure, and each state licensing authority handles its own follow on review. I work within both layers as the case requires.
Application Denials and Character and Fitness
Representation for applicants whose initial license application has been denied, who have received character and fitness inquiries, or who face conditional admission requirements. These matters are easiest to address before a denial becomes final. Early engagement matters.
Mediation and Arbitration

Appeals
Full appellate work in licensing matters: internal exam company appeals, state administrative appeals, mediation and arbitration where required, and court review where appropriate.
In New York, court review of an agency decision typically runs through an Article 78 proceeding in Supreme Court. In Massachusetts, the equivalent statutory review path applies, depending on the agency and decision type.
Each level of review has its own deadline, procedure, and standard. Knowing which level applies, and how to use it, is its own area of practice.
